What is wrong with my Oblivion?

What is your level now compared to the last time? I don't know the specifics, but wisps don't appear until you reach a certain level. Check the Oblivion Wiki to find out if the monsters you encounter match your level. Also, wisps drop glow dust, not ectoplasm. Honest mistake, hahaha. Good luck!
